2014年12月22日,欧盟委员会就{zx1}的RoHS 2.0 的修订草案(EU256_EN)通知世界贸易组织WTO,草案中将原先4项被列入优先评估物质的3项邻苯加入到了管控要求中,增加一项邻苯DIBP,删除了HBCDD,PRT 于2014年12月对此有过专题简页PRT-201412-11。
2015年6月4日,欧盟在其官方公报上发布指令(EU) 2015/863对RoHS 2.0(2011/65/EU)附录II进行修订,正式将四种邻苯二甲酸酯(DEHP、BBP、DBP、DIBP) 列入RoHS 2.0附录II中,此前曾在RoHS 2.0中被列为优先评估物质的六溴环十二烷(HBCDD)未被正式列入限制物质清单。
至此附录II共有十项强制管控物质。

(EU) 2015/863指令将于2015年6月24日正式生效,欧盟成员国需在2016年12月31日前将该指令转化为欧盟各国的法律法规。实施时间如下:
完成转换及执行时间
1、各成员国完成法律转换:2016年12月31日;
2、1-7,10,11类产品法律执行期:2019年7月22日;
3、8,9类产品法律执行期:2021年7月22日。
本次修订,玩具类产品的邻苯限制(DEHP, DBP, BBP)则不参照RoHS指令,而应遵循REACH法规附件XVII第51条的限制。PRT诺特检测提醒客户按照最终修订的法案对自己的产品进行排查审核。
通过PRT实验室的大量数据分析,聚氯乙烯材料(PVC)是目前检出含有邻苯二甲酸酯的材料重灾区,应该引起企业的高度关注。PVC材质目前仍然属于材料界使用较广泛的材质,更多企业因考虑到替换PVC材料的成本上升而没有提前改善,按照最近的RoHS邻苯执行时间,企业虽然还有4年的时间来应对此次RoHS的改变,但是考虑到电子产品的供应链传递及工艺改进,这都将耗费一定的时间,部分企业可能会缩短对于供应商在产品均一材料中的限制使用的时间节点。
